's plan saying their second amendment rights are under attack. dan lothian is following all these developments in washington. what's the latest? >> the white house sees these recommendations as a way to hopefully curb gun violence and some of these things the president has backed before such as a ban on assault weapons. the president shortly after the connecticut shootings came out in support of that. so that's expected to be in the president's plan. also pressing for a ban on those high capacity magazines with more than ten rounds. that's the important note here. the aim here is to cut down on the ability of a gunman to go in and release up to 30 rounds in a short period of time. in addition, the president will be pushing for universal background checks so that everyone who buys aunder questi goes a criminal or mental health check. in addition the president wants to request funds be available for mental health illnesst to make sure there's money there for those things to be treated and to provide schools with the support they need for enhanced safety. the president is also

an nippon airways to make an emergency landing. feds are investigating. dan spring esh is live? seattle, is anybody responding to this? >> the n.t.s.b. sent an investigator to japan to work with their officials. remember the ntsb already opened an investigation following the 787 battery fire you mentioned in boston last week. that battery was in the back of the plane. the one that caused the emergency landing in japan was more in front of the dream liner but all of this will be looked at after a comprehensive review of the electrical system. that review was announced last friday. at the time they expressed confidence in the 787 but now, they are apologizing to customers for cancelled flights due to the voluntary grounding of their dream liner. they announced today they did some safety checks and all of their planes are in service. >> clearly, more bad news for boeing. what is the company saying? >> they are very tight-lipped. they released a one line statement they are aware of the issue and working with the airline. they and many aviation experts say, these are teething issue that happ

it a terrorist attack as well. for more, let's go to dan rivers in london. what are the latest reports there on the hostage situation? >> effectively, according to the minister of information in algeria, this is a standoff. the algerian security forces surrounded this gas plant in the far east of algeria. the islamists are holed up inside, holding a number of western hostages. we don't know the exact numbers. there's been a press conference this morning from the norwegian stat oil company. it is saying that it had 17 employees there, 5 escaped. and therefore 12 remain unaccounted for. not clear if all are being held hostage or if some escaped into the desert. it's a confused situation. the state department confirmed there are americans among those being held. we understand as well possibly british, japanese, french as well as those norwegians. a number of countries being embroiled in this hostage crisis which looks like it may have been precipitated by algeria's decision to allow french planes to fly of the country as part of its ongoing military campaign in mali to the south. >> i kno

matter when americans are taken hostage along with others. >> cnn's dan rivers is in london. dan, there are so many different stories going around that the compound was attacked by the algerian military, that some of the hostages escaped, including one american. what are you hearing? >> well, i'm afraid it is a very confusing picture. the latest line we have from the british foreign office here in london confirming that the algerians have told them that there is an ongoing operation at this gas field suggesting that perhaps some sort of effort to go in. we know from the ministry of information in algeria they surrounded the terrorists with the hostages at the gas field, the troops were there. this sounds like they have gone in. there were widespread reports that helicopters were being used to attack the terrorist positions. now, the algerian foreign minister is clear on that saying the use of helicopters is wrong, it's a fantasy was their quote on that. in terms of the number of people that are being held hostage, we don't really have a clear idea, i'm afraid. the initial reports

after smoke was detected in the cabin. we're trying to figure out what happened there. dan springer with the story from seattle. how bad is this now from boeing? because we have seen repeated incidents now with the 787, dan. >> reporter: bill, this has got to worry boeing officials out in seattle. looks like yet another electrical problem aboard the 787. financially this has to be a blow to boeing and the dreamliner's reputation. it happened in wednesday morning in japan on all nippon airways. the pilot started smelling smoke in the cockpit. the pilot made emergency landing there were minor injuries as passengers evacuated the plane down the emergency chute. officials at the airport where the plane landed said there was no fire, which is important but they confirmed smelling smoke. japan airlines grounded all 24 of their 787 dreamliners in service. united airlines is the only american carrier to fly the 787. there is no word what they will do at this point. but this appears to be another battery issue but not the same one that happened last week at boston's logan airport. that was t

was forced to make a emergency landing today. dan springer is in seattle with the details on what happened. none of these planes have crashed, no serious injuries but still a big problem for boeing, huh? >> reporter: that's right. for more perspective, jon, worldwide there are six 787s flying. four of them left to the u.s. or coming to the u.s.. this is not a worldwide panic. this latest incident happened in western japan during a flight on all nippon airways. a warning light came on. a the pilot smelled smoke. it caused a landing early landing but they confirmed there was no fire but a smoke coming from a lithium-ion battery that sits behind the cockpit. looks like another electrical problem for the 787 but not the same battery that caught fire after landing in boston. the passengers and crew all evacuated down the chute. a couple of minor injuries were reported. the chairman of ana apologized to his customers. he ordered all 17 dreamliners to being taken out of service for a safety inspection. japan airlines followed suit with its seven dreamliners. jon. jon: are these incidents part of

here to the chamber of commerce and dan gallagher on the financial regulatory system. president obama unveils his proposal for reducing gun valent earlier this afternoon, featuring an assault weapons ban, a ban on high capacity magazines and a method to close loopholes in the background check system. here are some of his remarks at first, it's time for congress to require a universal background check for anyone trying to buy a gun. [applause] the law already requires background checks to be wrong coming over the last 14 years, that has kept 1.5 million of them on the wrong people from getting their hands on a gun. but it's hard to enforce that law when as many as 40% of all gun purchases are conducted without a background check. it is not safe, it is not smart. it is not fair to responsible gun buyers or sellers. if you like to buy a gun, whether it is from a licensed dealer or private seller, you should be set at least have to show your not a felon or somebody legally prohibited from buying one. this is common sense. an overwhelming majority of americans agree with us on the need for

their second amendment rights are under attack. dan lothian following all of those developments for us this morning. good morning. >> good morning, soledad. the white house sees this package that the president will be rolling out, as a comprehensive way to try to curb gun violence, the president will be doing something we've seen in the past. when he is trying to get something through congress, he involves the public. when he makes the announcement later on this morning, he will be surrounded by young kids. these are kids who wrote intimate letters to the president after the connecticut shootings. that in itself is also under attack. getting criticism that the president is using kids as props as he pushes this policy. that, though, will be the back drop as the president lays out what sources say will be the comprehensive package, focused on an assault weapons ban and pressing for a ban on high-capacity magazines and this is the new part, with more than 10 rounds. this should impact gunmen who won't be able to fire off as many rounds as quickly as we've seen in some of the shootings. un

young men, dan and dave zimmerman. gabe is my transition buddy. he was a friend and we had a place where we put together the office of congressman gifford staff early on. he is a wonderful young man with such compassion and care. it is beyond words to think that he is no longer with us. his mother served for many years people who were disadvantaged in our community. it was gabe who was killed at that event on january 8. he died right beside me after being shot myself. i will never, ever forget the image of gabe dying by my side. i know for certain that his last action was to come and try to help us. to help congresswoman giffords and in doing that, he was shot. some of us here in congress meet regularly in the room that is named in his honor. every time i go to meetings, i remember this young man. his mother has been very active. particularly active since the tragedy in tucson. there was a magazine in a clip that 33 bullets. i know that we need to do something about it, and i know that emily wants to do something as well. we want to welcome emily nottingham to hear her testimony this aft

themes and we just learned this from dan lothian who covers the white house. this is sort of the fact that the president is confronting the reality of a divided washington that he'll be acknowledging that there are some divisions but he'll talk about how there's responsibility to work on issues where there are common ground and, of course, this is considered certainly a speech that is somewhat hard to deliver not only because historically second inaugurals are not always very memorable but also because it's situated in a very weird place temp porely for president obama. we've just had the fiscal cliff battle. there's an upcoming one with the debt ceiling. ep has to acknowledge this not so pretty reality in the washington as he gives a speech that's supposed to be inspirational. >> the reality is the same congress he was working with on friday will be the same congress he's working with come tuesday despite the speech. we'll watch closely to see more details coming up. thank you so much. we'll watch more of this ahead. >> we always know security is tight in washington, but for the inau
